Born on July 15, 1962 to parents Lope Rivera and Potenciana Castro, Reverend (Rev.) Domeng was born and raised in Pandi, Bulacan.\u00a0Rev. Domeng came from a poor family. His father was a jeepney driver, while his mother was a house wife. Despite having financial woes, he strived to finish schoolby working while studying.\u00a0<\/p>

After college, Rev. Domeng accepted the call of God to be a Pastor. While preaching the gospel, he pursued his studies in Jesus Is Lord International Bible College and in Asian Theological Seminary. As he continued to minister to people of different walks of life, he saw the situation of many Filipinos, especially the marginalized poor.Urged by his passion for God and country, Rev. Domeng became a key member in founding the Citizens\u2019 Battle Against Corruption in 1997 which won the first national party-list elections and consistently worked until present.\u00a0<\/p>

Before his stint as CIBAC\u2019s Representative and an Honorable Member of the\u00a0Philippine Congress House of Representatives (2019-2022), he was the Director for External Affairs in Jesus Is Lord Church Worldwide from 2005-2018.\u00a0<\/span><\/p>

During his stint as CIBAC Representative in the 18th Congress, his legislative work revolved around championing legislations which seek to uphold good governance and transparency in the government, improve the plight of the poor Filipino people, and promote moral values in Philippine society. Committed to the furtherance of the gospel of the Lord Jesus Christ in the\u00a0Philippines, Rev. Rivera is now serving as the JILCW Executive Director for National Affairs. He is also the National Operations Head of CIBAC Party-List who oversee the constituent services programs and project of the party throughout the country.<\/span><\/p>

Rev. Rivera is married to Rev. Rosalina Parulan-Rivera and is blessed with two children, Rose Ann and Domingo Jr.
